Position Summary

The Technical Manager is responsible for the overall technical operation, maintenance, monitoring, and performance of two office buildings located in Bucharest, Romania. The role ensures the safe, efficient, and compliant operation of all building systems, including mechanical, electrical, plumbing (MEP), HVAC, Building Management Systems (BMS), fire safety installations, and critical infrastructure.

The Technical Manager will oversee preventive and corrective maintenance activities, manage service providers and contractors, monitor building performance indicators, support tenant satisfaction, ensure compliance with Romanian regulations, and optimize energy efficiency and operational costs while maintaining high standards of service delivery.

Key Responsibilities

Building Operations & Technical Management

• Oversee the daily technical operation of two commercial office buildings.
• Ensure continuous and efficient functioning of all technical systems.
• Monitor building performance and promptly address technical issues to minimize operational disruptions.
• Conduct regular inspections of building infrastructure and technical equipment.

Maintenance Management

• Develop and implement preventive maintenance programs.
• Ensure all maintenance activities are performed according to manufacturer recommendations and industry best practices.
• Coordinate urgent repairs.
• Maintain accurate records of maintenance history and technical documentation.

Contractor and Vendor Management

• Manage relationships with external service providers and maintenance contractors.
• Evaluate contractor performance against agreed Service Level Agreements (SLAs) and Key Performance Indicators (KPIs).
• Ensure contractors comply with health, safety, and environmental requirements.

Health, Safety & Compliance

• Ensure full compliance with Romanian legislation, health and safety regulations, fire safety requirements, and technical inspection obligations.
• Coordinate statutory inspections and certifications of building equipment.

Energy Management & Sustainability

• Monitor energy consumption and utility performance.
• Identify and implement energy-saving initiatives and operational efficiencies.
• Analyze utility reports and recommend optimization measures.
• Support sustainability objectives and environmental compliance programs.

Tenant Support

• Act as the primary technical contact for tenants regarding building-related issues.
• Ensure technical services are delivered according to contractual obligations.
• Coordinate tenant fit-out activities and technical approvals when required.
• Support tenant satisfaction initiatives and respond to escalated technical concerns.

Budgeting & Reporting

• Prepare annual operating and capital expenditure budgets related to technical operations.
• Monitor expenditures and ensure cost control measures are implemented.
• Develop technical reports, maintenance summaries, risk assessments, and performance dashboards.
• Provide regular management reports on building performance, maintenance activities, incidents, and improvement projects.

Required Qualifications

Education

• Bachelor's Degree in Mechanical Engineering, Electrical Engineering, Building Services Engineering, Facilities Management, or a related technical field.
• Professional certifications in facilities management or property management are considered an advantage.

Experience

• Minimum 5–7 years of experience in technical management of commercial office buildings, business parks, or mixed-use properties.
• Proven experience managing MEP systems and outsourced service contracts.
• Experience with Building Management Systems (BMS) and energy monitoring platforms.
• Experience managing maintenance budgets and capital improvement projects.
